This position directs and coordinates multiple aspects of analysis, design, implementation, and maintenance of information systems within a business functional area. This position provides expert level project management support; coordinates projects with Information Services in order to effectively use information technology solutions to improve business operations. Working with key stakeholders, this position uses data management concepts and processes to ensure that the critical data is fit for its intended purpose. These critical data are required to quantify the impact of department goals on business or clinical outcomes, service, and value. The Data Manager is responsible for managing the ongoing integrity of existing data systems and insuring integration across the organization.

The Data Manager Senior level is responsible for multiple projects within a defined area of responsibility. Generally, the senior level Data Manager is ultimately accountable for the information systems and projects that overlap between several areas and/or more complex areas.

This position provides expert-level project management support and subject matter expertise and may lead the activity of others.

This level may mentor other Data Managers.

  1. Coordinates applicable database analysis, design, and information flow with IS resources.

  2. Fulfills the role of data steward in assuring data is fit for its intended purpose. Defines the appropriate metrics and methods to measure the quality of data in terms of data quality dimensions. Defines acceptable levels of quality and any business rules that may indicate business process issues or the need for steward activity. Applies data quality process and guidelines. Works to resolve data quality issues. Applies appropriate security roles related to data within the stewards domain. May participate in data steward committees.

  3. Responsible for the documentation of metadata in area of responsibility, including data definitions, data flows, data quality metrics and business rules. Writes technical specifications and scope documents for developers to implement projects and to follow through the life cycle of IT projects.

  4. Acts as project manager to coordinate and provide leadership in the design, implementation, and maintenance of data management systems and documentation. Documents project deliverables and timelines. Communicates project status to stakeholders.

  5. Manages implementation of IS solutions, coordinates with IS staff and information users, and provides ongoing evaluation to assure success. May manage vendor relationships and product performance.

  6. Has an understanding of data tools/processes to identify and resolve potential problem areas. When problems are identified the senior data manager helps in identifying possible solutions, coordinates necessary resources and communicates effectively from identification to resolution. Applies service management principles to produce effective service outcomes.

  7. Assists information users (data architects, data analysts, business leaders, etc.) in understanding relationships between data, processes, and outcomes of the services they provide in order to identify areas of potential improvement to support department goals.

  8. Reviews current literature and research findings in collaboration with department leadership. Identifies areas for study and participates in data collection / analysis.

  9. Mentors colleagues in problem identification, and utilizing systems, methodologies, tools, and techniques.

  10. Provides the ongoing training, maintenance, monitoring, and promotion of data applications and reports to ensure data is widely known, accessible, and used to its fullest potential. Organizes meetings for training staff and data extraction personnel in data validation to improve data integrity.

  11. Develops and recommends data related procedures and policies to ensure department success, and recommends revisions and change strategies as needed.

  12. May manage vendor relationships and product performance, including the RFP process for vendor and contracting reviews.

  13. May assist in leadership of the department

Minimum Qualifications

Master's Degree in computer science, informatics or other IT related field, or in a clinical or health care related field, hospital administration, or business (MBA). Degree must be obtained through an accredited institution. Education is verified.

A Bachelor's Degree with eight years of experience and six years of experience in the area of subject matter expertise as listed above. Degree must be obtained through an accredited institution. Education is verified.

A Master's Degree in a non-related field or a Bachelor's Degree in an applicable field (computer science, informatics or other IT related field, or in a clinical or health care related field, hospital administration) and six years of experience, four of which are in the area of subject matter expertise (Actuarial, Clinical Programs, Clinical Services, Compliance, Finance/Accounting, Human Resources, Management Engineering, Quality, Revenue Cycle, Select Health / Insurance, Strategic Planning, Costing, Chargemaster, Budgeting, etc.)

  • or -

Master's Degree in an applicable field (computer science, informatics or other IT related field, or in a clinical or health care related field, hospital administration or MBA with an emphasis in IT or Clinical area) and four years of experience

  • and -

Experience using word processing, spreadsheet, database, internet, and e-mail applications.

  • and -

Experience in a role that requires documentation and implementation of data specifications and data quality processes.

  • and -

Demonstrated understanding of basic statistical concepts and their use in outcomes reporting.

  • and -

Experience writing technical specifications and managing project implementations.

  • and -

Ability to travel to various locations.

  • and -

Experience in a role requiring effective verbal, written and interpersonal communication skills.

Preferred Qualifications

Master's Degree in medical informatics or hospital administration.

  • and -

BSN degree.

Clinical Licensure.

Demonstrated experience performing moderate to highly-complex database queries using SQL.

  • and -

Experience working within a hospital clinical area and an understanding of workflows and hospital processes.

Physical Requirements:

Interact with others requiring the employee to communicate information.

Operate computers and other IT equipment requiring the ability to move fingers and hands.

See and read computer monitors and documents.

Remain sitting or standing for long periods of time to perform work on a computer, telephone, or other equipment.

The hourly range for this position is listed below. Actual hourly rate dependent upon experience.
