The Human Resources Manager will provide leadership for the Human Resources (HR) team and oversight of the day-to-day HR operations. Management of HR functions, including employee relations, performance management, benefits programs, workers compensation, new hire orientation and credentialing, to ensure compliance with HR policies and all applicable laws.

Responsibilities:

Essential Duties:
  • Manages the Human Resources team providing direct supervision of HR Generalist and Credentialing staff. Hires and provides training for HR staff as needed.
  • Oversees the day-to-day operations of the Human Resources team with minimal supervision.
  • Oversees the credentialing standards and policies to assure compliance with The National Committee for Quality Assurance (NCQA).
  • Acts as the Terminal Agency Coordinator and the Local Agency Security Officer for CBI. Works closely with Techno Hub to ensure compliance and respond to CBI compliance audits.
  • Oversight of annual Senior and Administrative bonuses.
  • Manages annual stay interviews and pay increases by training supervisors on the process, reviewing the documentation, compiling data for spreadsheets, notifying staff and managers of raises. Coordinates with Payroll regarding data input and then oversees the timely entering of information into personnel records.
  • Manages the UKG system of record by providing oversight of data entry such as employee information at hire, compensation, benefits, tax data, payroll, performance documents and separation data.
  • Compiles and submits annual EEOC reports.
  • Compiles data from UKG and other sources for a variety of reports based upon the specific requests.
  • Manages the response to personnel/performance issues and employee complaints; works directly with supervisors/managers/senior leaders and employment attorneys to document and resolve problems as needed.
  • Oversees regular updates of the Employee Handbook and provides ongoing information about employment policies, procedures, and programs where needed.
  • Oversees annual open enrollment process and administration of Jefferson Center’s benefit programs including medical, dental, vision, life and disability insurance, and employee assistance to ensure compliance with state statute and the ACA.
  • Oversees leave administration including PAL accrual and usage, leave of absence, leave donation.
  • Oversees the Worker’s Compensation program ensuring compliance with investigation, reporting process, and preparation of reports for insurance carrier, when necessary.
  • Manages the contract with UNUM to provide oversight of Family Medical Leave (FMLA), other medical leaves, requests for accommodations under the ADAAA and long-term/short-term disability.
  • Oversees coordination with third party COBRA administrator to ensure legal compliance and responses to questions and inquiries from enrollees regarding their benefits.
  • Manages the exit interview process to ensure regular reporting of trends to executives/CEO and accurate data on separations. Ensures ethics, HIPAA or other compliance issues are reported as appropriate.
  • Represents HR at leadership meetings and personnel-related events as required.
  • Assists the Director of Human Resources with a variety of projects as requested

Qualifications:

Education, Knowledge, Skills & Experience Required:
  • Bachelor’s Degree or equivalent in related field plus current HR professional certification required.
  • Expert level knowledge of HR laws including FMLA, ADAAA, ACA, FLSA.
  • Ability to effectively supervise employees and manage a team.
  • Minimum of five years of broad HR experience including 3 years of supervision.

Salary & Benefits:

Salary Grade 16
  • $70,600 - $93,000
    • Salary is based on years of total related experience.
    • Salary is based on 1.0 FTE (full time equivalent) or 40 hours per week. Less than 40 hours/week will be prorated and adjusted to the appropriate FTE.
**BONUS OPPORTUNITY!! $1,000 bonus paid out on one month anniversary. ** Based on full time (40 hours/week). Prorate if less than 40 hours/week. Must work a minimum of 20 hours/week to be eligible for bonus.
