This role is responsible for establishing the strategic regulatory policy, and compliance related to all of the Company’s lines of business, including voice, data, mobile and video services. Lead review on state and federal broadband funding initiatives. This role will also include providing legal support to cross functional business groups on various regulatory and operations initiatives. Lead on various broadband agreement negotiations.


  • Establish and maintain an effective relationship with internal stakeholders
  • Analyze and provide regulatory opinions and recommendations to business units, Government Affairs and leadership on new and revised state and federal regulations
  • Align business policy with state and federal regulatory initiatives
  • Direct and manage state broadband funding program processes and legal review
  • Review and draft broadband funding agreements and compliance checklists
  • Create policy memoranda and advises on options for company policy in response to regulatory changes
  • Assist with the regulatory support of residential and commercial services, new and existing initiatives, in the form of comments in regulatory proceedings before state and federal regulators
  • Evaluate and provide timely analysis of state and federal regulations (i.e. Orders, Dockets, Notice Proposed Rulemaking, and legislation) with recommendations accordingly
  • Coordinate and communicate with appropriate key internal stakeholders the regulatory changes to ensure regulatory compliance and mitigate company risks and liabilities
  • Provide transactional support on a variety of agreements and Requests for Proposals associated with broadband funding initiatives.
  • Coordinate and manage outside counsel associated with a variety of regulatory and policy matters across all lines of Charter’s business
  • Perform other duties and projects as required

Required Skills/Abilities and Knowledge

  • Ability to read, write, speak and understand English
  • Preference for transactional experience negotiating a variety of agreements
  • Experience working with federal and state administrative agencies
  • Knowledge of communications regulations or experience working for a voice or video company a plus but not required
  • Ability to analyze and interpret data and regulations
  • Ability to quickly identify problem areas
  • Ability to communicate orally and in writing in a clear and straightforward manner
  • Ability to communicate with all levels of management and company personnel
  • Ability to make decisions and solve problems while working under pressure
  • Ability to manage multiple projects at one time

Required Education
Law degree from an accredited law school

Required Related Work Experience
5-8 years Experience negotiating, editing and drafting agreements

Preferred Skills/Abilities and Knowledge

2+ years Management or leadership experience

Preferred Related Work Experience
5-8 years Communications sector experience is a plus
5-8 years Regulatory experience with state
and/or federal administrative agency is a plus
